Driving Award Winning Health and Safety Outcomes on the Doha South Sewage Infrastructure Program

Jacobs is helping to drive award winning health and safety outcomes on Qatar Public Works Authority, Ashghal’s Doha South Sewage Infrastructure Program.

The Doha South Sewage Infrastructure Program is a 10-year major programme of works being delivered by Ashghal, Qatar’s Public Works Authority, designed to future-proof Doha south’s aging sewerage network and ensure it will meet the demands of a growing population. Key to the program is the construction of a new 16 kilometer main trunk sewer, divided into three segments, eastern, northern and western, and approximately 24 kilometers of interceptor sewers connecting a number of areas in the south of Doha to the three segments of the main tunnel.

The program recently received a gold achievement award from the Royal Society for the Prevention of Accidents (RoSPA), which acknowledged the programme’s outstanding occupational health and safety performance during 2017.

Engaged as the Project Management Consultant (PMC) in 2011, Jacobs is playing a key role in driving a strong health and safety culture on the project and is working alongside other contractors to achieve the goal of zero incidences and injuries across its 10-year delivery timeframe. 

“A successful health and safety strategy requires constant vigilance and commitment from top leadership down to the construction workers on-site,” said Jacobs Buildings, Infrastructure and Advanced Facilities Senior Vice President Patrick Hill. “The award recognizes the entire team’s tireless efforts to plan for and ensure all works are executed safely.”

An innovative design approach and effective health and safety practices are underpinning a strong health and safety performance onsite.

Unlike similar projects that use a two-pass lining system, the tunnel design solution for the project uses a one-pass lining system that combines the application of the corrosion protection lining and segmental lining. This approach saves time and eliminates the need for a cast-in-place secondary tunnel lining construction. 

A committed leadership team, weekly HSE site tours, ongoing positive working relationships and collaborative dialogue between Ashghal, Jacobs’ supervisors and program contractors, and supervisory staff empowered to step in and stop unsafe works on-site are underpinning the strong safety performance.
