A family of Multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA-IDIQ) contracts administered by General Services Administration (GSA), Federal Systems Integration and Management Center (FEDSIM), on behalf of Department of Defense and Civilian Agency mission requirements.

ASTRO provides a total solution for any organization’s requirement in any of the following domains in support of manned, unmanned, and/or optionally manned land, air, sea, and/or space platforms and/or robotics.

Services/solutions within the ASTRO scope include but are not limited to the following task areas

  1. Operations
  2. Maintenance/Readiness
  3. Development/Systems Integration
  4. Support
  5. Research and Development

Jacobs has seven ASTRO MA-IDIQ contracts in the following pools

  1. Data Operations: The performance of data collection, processing, exploitation, and dissemination activities associated with manned, unmanned, and/or optionally manned platforms and/or robotics supporting mission performance.
  2. Mission Operations: The performance of operational services not included in Data Operations associated with manned, unmanned, and/or optionally manned platforms and/or robotics supporting mission performance.
  3. Development/Systems Integration: Development includes all services related to the improvement or enhancement of the overall platform or improvement or enhancement of any subsystem or component of a platform. Systems Integration includes all services related to the process of bringing together component systems/subsystems into one system and ensuring that the components function together as a single system.  These services are performed within the framework of manned, unmanned, and/or optionally manned platforms and/or robotics.
  4. Ground: All services related to the maintenance, repair, overhaul, reconditioning, and/or servicing of manned, unmanned, and/or optionally manned ground platforms and/or robotics to ensure their continued operations.
  5. Space: All services related to the maintenance, repair, overhaul, reconditioning, and/or servicing of manned, unmanned, and/or optionally manned space platforms and/or robotics to ensure their continued operations.
  6. Research: All research and development services conducted for the innovation, introduction, and improvement of manned, unmanned, and/or optionally manned platforms and/or robotics.
  7. Training: All training services required for successful execution of a product, program, project, or process of manned, unmanned, and/or optionally manned platforms and/or robotics.

Contract benefits

  • Serves all federal government agencies across all CONUS and OCONUS locations
  • Provides for a pre-competed, FAR compliant, Master Contract with the proper capabilities, systems, certifications, and clearances in place to meet complex requirements and solutions
  • No Contract Access Fee (CAF) for using the Master Contract
  • No dollar ceiling limitations on the Master Contract or individual task orders
  • Allows for any type of funds as appropriated for the task order requirement
  • Performance-Based Master Contract with measurable performance and compliance standards
  • Full-service Acquisition Lifecycle and Program Management task order support through GSA FEDSIM and GSA Assisted Acquisition Service Regions delegated by GSA FEDSIM
  • Complimentary support by GSA FEDSIM’s ASTRO Program Management Office, including training and scope-compatibility reviews for all federal agencies
  • Maximizes streamlined ordering procedures and reduced procurement lead times
  • No pre-established labor rates at the Master Contract level to allow pricing to be tailored specifically to each individual task order requirement for reliable cost-realism and best-value determinations
  • Maximizes small business participation with substantial small business and socio-economic subcontracting goals and provides for those credits to be claimed by the client agency
  • Maximizes flexibility at the task order level to formulate a total solution, including all contract types (Cost, Incentive, Fixed Price, and T&M/LH); tailored teaming arrangements; commercial and/or non-commercial services; professional and/or non-professional labor categories; and ancillary support services and/or products

Ordering period

The ordering period for task orders is from November 15, 2021 through November 14, 2026 plus a 5-year Option from November 15, 2026 through November 14, 2031. Task orders may be awarded up to the final date of November 14, 2031 and may contain a base and option periods that allow for total task order duration of up to five-years after the Master Contract’s ten-year ordering period expires.
