Tim Beech has over 15 years of experience in developing cutting-edge techniques for transportation models and policy planning, including the latest innovations and data-driven tech. Tim is a transport modeler who’s taken a lead role on several large strategic modelling projects for Transport for London, U.K.’s Department for Transport, Qatar Rail, Highways England and numerous authorities.

Elena Golovenko, Strategic Modeling Global Principal
Elena Golovenko has more than 20 years of experience in strategic transportation modeling. Her experience spans all transport modes and she is a recognized expert in demand modelling with experience spanning the delivery of complex demand models for long-distances, motorway multimodal studies and four-stage models for clients such as the U.K.’s Department for Transport and Highways England. She often acts as a technical expert on modelling and appraisal methods on peer reviews.

Loren Bloomberg, Traffic Engineering/Operations Global Principal
Loren Bloomberg is Jacobs’ traffic engineering and operations lead. With more than 25 years of experience, he’s led or played a key role in numerous large-scale planning and operations analyses. He has conducted studies and developed plans for local areas, corridors and entire regions including roadways, maritime facilities and airports. Loren’s technical expertise is in traffic engineering and operations, with a particular focus on conceptual engineering and traffic modeling, as well as emerging transportation technologies like autonomous vehicles (AVs), road user charging, and priced managed lanes.

John Siraut, Transport Economics Global Principal
John Siraut is a highly experienced project director specializing in the wider economic and social impact of transport infrastructure and policy and in economic development issues generally. He has worked across all modes of transport, including providing senior advice on the impacts of some of the U.K.’s largest infrastructure projects including Crossrail, HS2, Smart Motorway Programme, East West Rail and the Lower Thames Crossing. He is the author of over 100 published papers and articles, a regular conference speaker and has given evidence to the UK Parliament Transport Select Committee on road user charging.

John Whittaker has been working in the ITS industry since 2006. His career began in the U.K., including working on the pilot scheme for what we now know as “smart motorways.” He’s delivered several major infrastructure projects from both contractor and consultant perspectives. He also enjoys providing consultation and advice to state transport authorities to help achieve desired project outcomes.
