Revitalizing Infrastructure: The Houston Ship Channel Bridge Replacement Program

A comprehensive approach to modernizing transportation and enhancing navigation

In 2018, the Harris County Toll Road Authority (HCTRA) embarked on a transformative journey with the Houston Ship Channel Bridge Replacement Program. This significant undertaking seeks to replace the existing bridge, built in 1982, with a new, higher, and wider structure designed to last for a century. The project involves constructing two new cable-stayed bridges, which will eliminate existing piers from the channel, and enhance navigational clearance for larger vessels. With a total length of approximately 2.6-miles and a clear  span of 1,320 feet over water, the new bridges will not only facilitate smoother traffic flow but also incorporate a Shared Use Path (SUP) for pedestrians and cyclists.

As Jacobs takes on the role of Program Management Consultant (PMC), the project exemplifies a commitment to innovation, safety, and community engagement, addressing both current infrastructure needs and future demands.

We do things right

Understanding the vital significance of this project for HCTRA and the community, Jacobs established clear communication channels between the contractor and HCTRA. We assembled a team of expert estimators to analyze market conditions and conduct cost and schedule assessments for value-engineered alternatives, facilitating effective negotiations with the contractor. This collaborative approach enabled us to finalize the redesign strategy and execute change orders, allowing construction on the main span to resume after nearly two years of suspension.

Our prompt and effective actions resulted in HCTRA extending our role as the PMC for the project’s duration. Since then, Jacobs has successfully managed the completion of the redesign, which was reviewed by an independent designer, and has continued to provide program management and Construction Engineering Inspection (CEI) services for on-site demolition and construction activities.

A holistic impact

As the PMC, Jacobs has built a strong and dependable relationship with HCTRA and other stakeholders through clear communication and the use of innovative technical tools to tackle various challenges. HCTRA selected us for our extensive pool of technical and program management teammates, our commitment to meeting deadlines and our effective budget management. Our holistic approach to program management means that every aspect of the project is carefully planned and executed, minimizing potential delays and cost overruns.

The impact Jacobs has had on this project is significant. Through successful negotiations with the contractor, we enabled the client to:

  • Avoid additional mobilization fees from the contractor.
  • Prevent delays by negotiating effectively with the current contractor, eliminating the need for a re-bidding process.
  • Reduce future cost risks for both the client and contractor.
  • Provide efficient design management services, ensuring timely delivery of design documents to prevent any negative impacts on construction operations.
  • Successfully negotiate change orders and oversee inspections for rare hydro-demolition operations, allowing construction to resume while preserving the existing foundation structure.

The comprehensive support, strategic insights and unwavering dedication that Jacobs provides are the reasons HCTRA continues to trust us with this critical infrastructure project.

We’re committed to quality

In tackling a complex project like this, our initial focus was on understanding the project context and developing a comprehensive Program Management Plan (PMP). This plan serves as a guide for our team to fulfill their roles and strive for high-quality results that align with client expectations. Our Quality Manager conducts quarterly audits of the PMP to ensure adherence and to make necessary updates as processes evolve.

We prioritize open communication by establishing protocols and holding quarterly partnering meetings with both clients and contractors. This fosters a transparent dialogue for sharing best practices and addressing challenges collaboratively.

Additionally, Jacobs has introduced a new Document Control system and a reporting dashboard, enhancing project transparency and accountability, enabling stakeholders to track progress in real-time. Our partnerships with small businesses for onsite roles not only support local economic growth but also help us meet community engagement goals.

To maintain safety standards, we ensure that a safety manager is always present onsite. Moreover, Jacobs has played a key role in planning lane closures for construction activities near the existing bridge, prioritizing the safety of the driving public.

At Jacobs, we remain committed to looking ahead, ensuring we stay on course, and having mitigation plans ready when necessary.

Our comprehensive expertise with a focused approach allows us to integrate solutions for our clients' most complex challenges across the private and public sector. From critical infrastructure to advanced manufacturing, we help governments, cities, communities and private sector clients rethink how they advance sustainability and resiliency, cut carbon and environmental impacts, and deliver a better life for future generations.
