Meet Susan Butler

In her role as Jacobs Global Consulting & Advisory Market Partner for Water, Susan Butler supports the global market team to liaise with regional market, sales and operations on key consulting & advisory opportunities in the water market.
She has an in-depth understanding of Jacobs’ consulting & advisory capabilities and is working to shape how those capabilities can be deployed through distinctive go-to-market propositions and differentiated talent, solutions and insights. This work directly supports Jacobs’ strategic plan and accelerators.
Susan also currently serves as our Global Principal for Integrated Water Resources Management. She’s helped clients plan for and implement long-term OneWater solutions that integrate water supply, drought management and conservation strategies considering stormwater, flooding, urban design, equity, climate adaptation, funding and resilience. Susan has more than 150 projects in her portfolio.

Prior to her service at Jacobs, Susan served as the water resources and conservation director for the 7th largest city is the U.S. While at the San Antonio Water System (SAWS), her team established a nationally recognized water conservation program, developed effective drought management strategies, and implemented a diverse portfolio of water supply projects including the then-largest water recycling project in the U.S., second largest aquifer storage and recovery project and numerous ground and surface water supply projects. She also led public engagement strategies and partnered to develop SAWS innovative customer affordability program. Prior to that, she served as assistant public works director for the 10,000-population Leon Valley, Texas – where she started the first water conservation rebate and curbside solid waste recycling programs in south Texas.
She has served leadership positions for American Planning Association, Texas Municipal Utility Association, City of Austin Citizens Conservation Implementation Task Force and is actively engaged with Texas American Water Works Association and Texas Water Conservation Association committees. She was as a founding Board member of the Green Spaces Alliance land trust and currently serves on the board of Colorado River Alliance, the inaugural Corporate Advisory Council for the Alliance for Water Efficiency and was appointed to the United Nations Global Compact’s CEO Water Mandate Secretariat Water Resilience Coalition.
When she’s not working, Susan hikes with her dog Duncan, enjoys cooking and general frivolity with her grown children and works on Do-It-Yourself projects for a 1940’s adobe 3-plex in west Texas with an aim to create affordable rental units.
