Creating a Proven Blueprint for Successful Asset Transfer

The main benefits of achieving the one Nuclear Decommissioning Authority (NDA) vision include increasing taxpayer value, enhancing performance and outcome delivery and improving organizational health. The successful transfer and operation of critical physical assets, such as facilities, equipment or machinery into the NDA estate from other operating companies is an integral part of achieving this vision. To help ensure the transfer of assets to NDA ownership across the group was as efficient as possible, the NDA decided to standardize the process. This required the provision and joint agreement of baseline information to integrate all data into a common format and through best practice transfer protocols incorporated within a guidance document.

The solution was provided through a relationship between the NDA, Jacobs and PA Consulting. This collaboration resulted in a tailored protocol representing best-in-class, cross-industry learned standards in asset transfer management and governance. This protocol was outlined in a guidance document that was socialized and discussed with key stakeholders. In addition to helping to meet operational needs, the protocol will ensure alignment with regulatory and legal requirements with a clear focus on managing the risks associated with asset transfer from one organization to another. 

This protocol uses standardized lifecycle information to enable predictive modeling. This will close any priority knowledge gaps prior to the NDA gaining ownership using a proven model from the Institute of Asset Management (IAM).
