Meet Joe Scarborough

As the Client Service Lead for Port of Houston, Joseph Scarborough is knowledgeable of the Port’s waterfront structures and backlands development. 

He has worked at Bayport, Barbours Cut, and Turning Basin Terminals on dozens of Port of Houston projects throughout his two decades of civil and structural engineering experience with the design of container terminals. Joseph’s experience includes management and design of container yards in the backlands and wharves along the waterfront for Port of Houston as well as other ports across the country. 

 Joseph recently managed Port of Houston’s redevelopment of the east end of the Bayport Terminal and design of the Container Yard 2 South project. He managed the overall design and coordinated laydown areas and construction access for contractors. The project deliverables included the preparation of cost estimates for the Container Yard 2 South project. Joseph has critical insight regarding operations within the terminals and knows how to minimize impacts to operations.
