1.5 °C. Who would have thought this seemingly insignificant data point could challenge our life on earth? Today, we’re in a worldwide race to limit global warming to 1.5°C that, if left unchecked, can pose severe risks to our planet.
In response to the impacts of climate change, many countries are pledging to shift to a low-carbon economy. Malaysia, which relied heavily on fossil fuels to generate the majority of its energy mix, is one such country that has set an ambitious target of 45% reduction in greenhouse gas (GHG) emissions by 2030.
Supporting Malaysia's journey to a low-carbon future
Project Melaka, the 2,242 megawatt (MW) Combined Cycle Gas Turbine (CCGT) power plant in Alor Gajah, is a breakthrough in Malaysia's journey toward a lower-carbon future. It’s the country's largest CCGT power plant and is generating high-efficiency, low-carbon power, enhancing the baseload supply for the central and southern regions of peninsular Malaysia, including nearby states like Selangor, Pahang and Johor.
Our work on Project Melaka began with Edra Energy in 2017, and our team has donned multiple hats since its inception, undertaking technical advisory and bid process management roles. In May 2017, Edra Energy appointed Jacobs as the owner's engineer tapping into our knowledge and expertise to deliver work scopes such as technical advisory, design review, construction monitoring, project management and warranty support services.

Andrew J. Horsnell, Senior Project Manager
Andy Horsnell was appointed Project Manager for Project Melaka in 2018 and helped the client steer the project towards its commercial operation. He was in charge of project management and site management between the Owner and the Contractor. Andy’s excellent project management skills and experience in power plant construction and commissioning brought significant value in delivering the project.

Mohan Sornalingam, Senior Safety, Health and Environment Manager
Mohan Sornalingam moved to the Project Melaka site in 2017 during the Limited Notice to Proceed phase for earthwork to ensure 100% SHE compliance, with our BeyondZero® approach at its heart. His dedicated effort throughout the project contributed to the client receiving multiple SHE awards from various organizations and government bodies.

Matthew Loughnan, Project Engineering Manager
Matthew Loughnan was involved in the project right from the project initiation phase, which included technical advisory, tender briefing and evaluation, and establishing project plans and procedures. He was the Project Engineering Manager during the design review phase and established a great relationship with the client and the Engineering Procurement and Construction (EPC) Contractor.

Darshan Jayapalan, Project Engineer
Darshan Jayapalan played a key role in delivering the project, especially during the initiation phase. He was involved in the project as early as 2015 when Jacobs first provided technical advisory to set up various contracts, followed by tender briefing and evaluation. From then on, he was involved in various roles, such as helping the project team in the early start-up phase to create project procedures, project plans and other key documents for the project, setting up a document review correspondence platform between the Owner and EPC Contractor, and more.

Mishan Aravind, Project Engineer
Mishan Aravind was appointed as the Site Project Engineer to support the Project Manager in meeting project deliverables –progress reports, schedule monitoring, site document control, project scope management, contributing to risk review meetings, and more - during the project execution and closure stages.

Julian Alcantara, Senior Resident Engineer
Julian Alcantara helped ensure the installation and operation of control and instrumentation equipment followed the technical specification. He led a team of Control and Instrumentation engineers comprising the clients' resident engineers and site inspectors. Making sure that the EPC Contractor’s power plant mechanical design was compliant with the EPC Contract and applicable codes and standards was an important part of his role.

Bheemesh Somashetty, Senior Resident Engineer
Bheemesh Somashetty played an important part in providing technical support for the client throughout the project delivery phases. He led a team of mechanical engineers (Power Train) comprising the clients' resident engineers and site inspectors. He also reviewed the EPC Contractor’s power plant mechanical design for compliance with the EPC Contract and applicable codes and standards.

Liew Zhan Liu, Senior Resident Engineer
Liew Zhan Liu led a team of electrical engineers comprising the clients' resident engineers and site inspectors. His role involved providing technical support based on his vast experience in the field, ensuring compliance by contractors and reviewing the EPC Contractor’s power plant mechanical design for compliance with the EPC Contract and applicable codes and standards.

Vara Prasad, Senior Engineer
Vara Prasad provided engineering support for the client throughout the project delivery phases. His role involved reviewing the EPC Contractor’s power plant mechanical design for compliance with the EPC Contract and applicable codes and standards. He was also a key stakeholder in design review meetings and was in charge of responding to technical queries from the client and the Lender’s Engineer.

Goh Keng Swee, Senior Engineer
Goh Keng Swee was responsible for reviewing the EPC Contractor’s power plant electrical design for compliance with the EPC Contract and applicable codes and standards. He played an important part in providing engineering support for the client throughout the project delivery phases.
